CHAPTER XV
CONCLUSIONS
1.- The misfortunes and disorders of the political life of the country are of public interest: (They concern us all).
2.- The constitution prevents the legal forms that exist to change the form of a government regime.
3 .- If the Mexican people temporarily distributed all the powers, can this same people recover everything they gave ?, and as is the case that the “representatives of the people” became owners of everything, even the people themselves; they also strategically have the support of the armed forces, judges and magistrates, public finance, and natural resources, of the national patrimony, which assures them the development of a brutal influence on the whole of civil society.
4.- The all powerful and sovereign national called “Mexican people”, was stripped of their rights, their old thrones knocked down, all their old constitutions torn apart, all the great national riches destroyed and all their “powers” ruined, in short, unused. In this way, in the name of the sovereign people, the “intrusive servants” (the rulers born of coups and revolutions) became absolute masters of everything, even of the peoples themselves.
5.- You can not ask any national or international court to change the form of our government; to declare that the bastard Constitution of 1917 should not govern, that it should decide that the imposing officials should cease to act as such; that is to ask for an impossible because it is not foreseen in the sphere of the law, it does not have it empowered or conferred on any of the powers of the State, that corresponds to the exclusive competence of civil society (of the people), by virtue of its inalienable prerogative contained in Article 39 of the Constitution; to pretend that the institutions of the impostors rectify the consummated criminal acts, is to ask for an impossible, the single request would deny the independence and the supreme authority of the Mexican people; nor is it intended to do justice by one’s own hand, it is a question of exercising the legitimate right to freedom, sovereignty and constitutional order of the Republic.
6.- Many years under the slavery of foreign countries, others more of military slavery of a dictatorship, followed by more slavery exercised by the rebels of 1910 who called themselves “revolutionaries”, and the most recent exercised by the frauds accomplices and owners of the parties; nevertheless, despite all these adversities, our people have survived, are still here, politicians have been transitory, many of them are no longer because they no longer have government office or salary, vulgar people interested in money, vile businessmen and traffickers, Chess players and not pieces of the same, however, the town is still here because it has admirable qualities, enough resistance and adaptability to the difficult environment that presents itself.
7.- The forces of this people are so formidable, powerful and indestructible, but there is something that is “the force of the past” that refuses to die because in it great atrocities were committed, the past struggles in a slow and painful way to vindicate itself , because it serves as a support in the present, it is a force that contaminates the feelings of any researcher. It is worth mentioning that Jorge Washington once said: “The government founded on force and fear is like fire, at the same time a servant, dangerous and terrible tyrant. Never leave the government in irresponsible hands for a moment. ” Every impostor regime is a regression and all those who cooperate with the rebels who usurp the government, have only the path of exposing themselves to the just consequences of their betrayal.
8.- We can tell the international community that our situation affects many regions of the world, we are eager to remedy things, it is necessary that the world be patient and wait a little longer; that allows us to lay the foundations of a solid government, we have elements, and there is, above all, a powerful “current of political organization”; I tell you that the most salutary signs for now are the little or no faith in politicians, as well as the absence of freedom, justice, social welfare and the recurrent political and administrative disorders that are happening, which means that society in General already thinks to fend for herself; soon instead of revolutionaries and politicians we will give the world captains of industry, sages, artists and ambassadors of peace: because the human material of the Mexicans is splendid, but it is not yet carved.
9.- It is in the public interest to free the state from the political associations called “political parties”, and any subsequent popular mandate must cease definitively, through the system of representatives of election of parties.
10.- It is in the public interest to restore credit to the public service, to achieve an expositive clarity of the government project, avoiding the artificial plurality of many parties; and the marketing of the abuse of the word in the media as a factor that imbibes us.
11 .- It is against the public interest that the parties do not fulfill the functions that to conquer power justify their existence; conspire to conserve power, suffer insurmountable sociological phenomena that, instead of helping, supplant and dismember the state; and, in addition, they do not pass the test of the majority vote in the polls.
12 .- It is against the public interest that the crisis of congenital ineptitude of the vast majority of elected representatives elected through the parties, endanger the security of the tasks of the State.
13 .- It is against the public interest that the rights and interests of the leaders, owners and owners of political associations called “parties” (politicians), are radically opposed to the rights, aims and interests of the people and institutions of the State.
14.- It is against the public interest to prevent that the alternation in the power of several parties does not solve the great national problems, on the contrary, due to their position of interest and adversity, they complicate them.
15.- The existence of political parties is not useful or necessary, they are only interpreters (translators) of political thoughts; intermediaries (dealers, mediators, traffickers) in the democratic transition, employment agencies for a small part of their members’ membership, and as collective legal persons are not in charge of fulfilling their own powers of government tasks, that is the responsibility of to the candidates elected as individual juridical persons also called physical persons or human beings.
16.- It is against public order, against morality and natural right (of the nature of the human being), to seek democracy through division, bitterness, segmentation and confrontation of related social classes, of discrimination among those associated with various groups that ultimately belong to the same category, “the popular one”, when established by the constitution that, the form of government that any elected representative must apply should be in favor of the popular classes.
17.- It is against natural law, morality and public order, that, to strengthen the image of political associations, public resources are used making their existence appear useful, when, it is discovered that their philosophies, doctrines and Postulates are mere interpretations or copies of the thoughts that were already achieved before.
18.- It is against the interest of the state, law and public order that the collective legal entities called “political associations or parties”, restrict the exercise capacities of the collective legal persons called “Mexican federal state, federal entities and municipalities” .
19.- It is against the public interest that the popular representations sponsored by the parties compromise the stability of the common good, make expenditures of public funds, maintain an authoritarianism of the official machinery, give opportunities for corruption, propitiate the deviation of power , patronize the influence peddling the frauds and abuses of the trust that was deposited in its character of servants.
20 .- It is in the public interest to receive a performance of representatives under the harmony of the law, with quality, warmth, good sense, order, sobriety and good behavior, to achieve this, society is empowered by the positive right to use, enjoy and enjoy of political prerogatives, legal assets protected by the laws of the country as exclusive of their heritage, which can be used to promote a better evolution of natural processes of man in society, in advance to prevent risks to future generations .
21. It is a fraud to the law that the vote is impersonal, that is, the voter does not vote for a citizen (a person), votes for the symbol or emblem representative of a political association to which he belongs, which is undue, then, in the selection process is meant as the choice of a physical person, of a similar person, of an individual.
22. The people are empowered to intervene in defense of the nation and the state; the superior hierarchy of his investiture allows him to seek, to eradicate the unhealthy behavior of the negative forces coming from the political parties.
23.- It is a human, spiritual and legal duty to participate in the political life of the community by doing what is necessary to correct the imperfections of the Mexican political system, to make the society in which we live, as fair and social as possible, where let us be proud of a human race of public servants more balanced and sure of their responsibilities, of those who separate us from the anguish of the uncertainty of fantasies and artificial promises of development, so that, under rational criteria, they do not get lost. Given the true objectives for which the legal status of the State exists.
24.- It is in the public interest to minimize the role of the parties, depriving them of the privilege of being the only ones in the concretion of the democratic principle, and the change of the political system of government towards a more highly democratic one, such as the demarcation.
25 .- The civil society (nation) can free the State from the negative forces of the parties, and instead encourage civil society to take power, it represents a civic duty humanly moral, spiritual and legal which is sought rehabilitate it in the fulfillment of its purposes, providing health to the exercise of power, avoiding the myriad abuses, disorders, deviations, outrages, attacks on institutions, the form of government and the rule of law.
27 .- It is wrong to think that those who govern are corrupt but that one would never be, that others do not know but that one would know how to govern; It is a good intention to govern to do good, but to govern is what brings out the worst in us. The quality for politics has never been in the representatives of the parties who when presenting themselves in search of power implicitly bring the consequent bias of evil. If we assume that power changes people negatively then we have to do something to remedy it.
28 .- Some will say that to govern requires certain technical skills however the constitutional right to hold a public office establishes secondary laws as a limitation to have a level of schooling, which can be suppressed in order not to fall into the terrain of political discrimination, since the supposed need for a capacity to govern is just a discriminatory trap.
